Report on posting of workers

The latest report by the European Commission on A1 Portable Documents issued in 2018 is on line.

As per previous editions, the report collects and analyze administrative data provided by EU and EFTA Member States providing insights on trends in the posting of workers concerning countries, sectors, and employment status.

The PD A1 forms are released by authorities competent in the area of social security coordination to certify the correct affiliation of employees and self-employed workers to their social security system when moving abroad.

They represent the most comprehensive statistical information available on posted workers, albeit data refer to ‘posting’ and other exceptions to the affiliation in the country of employment entailed by the Regulation (EC) 883/2004 on the coordination of social security systems, which do not coincide with the concept of posted workers under Directive 96/71/EC.
